The Isabella Lake Dam Safety Modification Project (DSMP) represents one of the most significant dam safety improvement efforts undertaken by the U.S. Army Corps of Engineers. This presentation provides a case study of the Main Dam rehabilitation construction effort, highlighting the methods, challenges, and lessons learned during execution of this complex civil infrastructure project. Key construction activities, technical challenges, and coordination efforts required to successfully deliver the work will be discussed, along with the engineering solutions implemented to improve the dam’s safety, performance, and long-term reliability. |

Carlos Hernandez is a Geotechnical Engineer with the U.S. Army Corps of Engineers (USACE), currently serving at the Southwestern Division Dam Safety Production Center (SWD DSPC) With over nine years of experience in the design and construction of critical dam and levee safety projects, Carlos has contributed significantly to the safety and integrity of key infrastructure across the U.S. Carlos is a registered Professional Engineer (PE) and Professional Geoscientist (PG) in the state of Louisiana. He holds a B.S. degree in Engineering Geology from UCLA and an M.S. degree in Geological Engineering from the Colorado School of Mines. His strong technical background, coupled with his hands-on experience in geotechnical engineering, makes him a trusted expert in dam safety and infrastructure projects. |
